Terms of Use

These terms apply to use of Rocky Hill Residents Directory. The service is a private reference that points to public-record custodians, court portals, libraries, archives, and historical collections. It does not own or certify the underlying records. Using the pages means you accept these rules. If you do not accept them, do not use the service.

1. What This Website Is

Rocky Hill Residents Directory describes access routes for records connected with the Town of Rocky Hill, Hartford County, and Connecticut. It may link to the Town Clerk, Assessor, Registrar, courts, DPH, SOTS, DCP, USPS, libraries, archives, and the Rocky Hill Historical Society. It does not host an official voter roll, deed book, court file, vital certificate, or historical volume, and it is not affiliated with any government office or custodian.

2. Lawful and Careful Use

Use the service only for a lawful purpose. You may not use the pages or linked results to:

  • Stalk, harass, threaten, intimidate, or harm a person
  • Defeat a protective order or locate someone who is protected
  • Commit identity theft, fraud, or impersonation
  • Make a decision regulated by the Fair Credit Reporting Act
  • Scrape, republish, sell, or systematically copy the pages
  • Interfere with the service, its security, or another visitor’s access

3. Consumer Reporting Boundary

Rocky Hill Residents Directory is not a consumer reporting agency under the Fair Credit Reporting Act, 15 U.S.C. §§1681-1681x. The pages and any linked search output are not consumer reports. They may not be used to make decisions about credit, employment, housing, insurance, or another FCRA-covered eligibility purpose. The footer legal notice states the same boundary in shorter form.

4. Outside Links and Tools

External government portals, paid or sponsored search tools, libraries, archives, and historical collections control their own terms, pricing, availability, retention, and data practices. A link is provided for reference, not as a warranty or endorsement. A provider may change its form, require an account, restrict an image, or stop serving a page without notice.

5. Information Without Warranty

The service is provided “as is” and “as available.” No promise is made that a field, fee, hour, coverage year, portal, historical lead, or source link is complete, current, accurate, or uninterrupted. Public records can contain errors and live portals can change. Confirm an important matter with the named custodian.

6. Liability Limits

To the fullest extent allowed by law, the operators are not responsible for direct, indirect, incidental, special, consequential, or other damages arising from use of this service or an external resource, including a decision made from a record located through a link. This does not change rights that cannot lawfully be waived.

7. Your Responsibility

You agree to protect and hold the operators harmless from claims, losses, or demands, including reasonable attorneys’ fees, that arise from your unlawful use of the service, misuse of a record, infringement of another person’s rights, or violation of these terms.

8. Original Material

The original wording, layout, branding, and design belong to the service operators or their licensors. You may link to a page and quote a short excerpt with attribution. You may not republish a full page, copy the directory structure at scale, or create a competing database from the site’s text and links.

9. Changes to These Terms

These terms may be revised by posting a new version on this page. The page may also change when a Connecticut law, portal, or privacy practice changes. Continued use after the new version appears means you accept the updated terms for later use.

10. Access Restrictions

The operators may limit, suspend, or block access when a visitor abuses the service, attempts to defeat technical controls, submits harmful material, or violates these terms. A restriction may occur without advance notice when needed to protect the pages or other visitors.

11. Governing Law

These terms are governed by Connecticut law, without applying conflict-of-law principles. Connecticut’s Freedom of Information Act, Conn. Gen. Stat. §§1-200 et seq., including §§1-210 and 1-212, governs requests to public agencies, subject to exemptions; appeals are handled through the FOIC process in §1-206. That statute applies to the custodian, not to this private reference site. Connecticut privacy rules, including the Data Privacy Act and its later statutory updates, may also apply according to their scope.

12. Severability

If a court finds one provision unenforceable, that provision will be limited or removed to the extent required, and the remaining terms will continue in effect.

13. Questions

Questions about these terms, a factual correction, or the limited data handled by the service should be sent through the Contact page. Questions about a deed, voter record, certificate, court file, map, or license should go to the custodian named on the relevant official page.
